Family in a Big City. The Ways Capital City Helps Parents and Their Children

Resumo

In his interview to the Herald the Head of the City of Moscow Department of Labor and Social Protection of the Population Ye. P. Struzhak shared his views on the focus areas in the work of the Capital’s good offices Department in the Year of the Family. The cardinal principles of the Department’s work and its subordinate bodies are kind-heartedness, consideration, large-mindedness, politeness in dealing with the citizens, comprehensive all-inclusive targeted support, individual approach to every person seeking answers to their queries or problems. Moscow has developed an extensive network of non-material and financial support to families that bring up three children and more, children with developmental disorders and adopted children. Contributions of long families to strengthening our society are set at a high value. Essential for the city are ties with nonprofit family-minded public organizations. Partnership of the city’s government agencies with citizens at large makes family support more targeted and swift.

“Moscow Longevity” Project: New Prospects for Self-realization

Care for the Moscow’s elderly is one of the top-priority focal areas of the Capital’s authorities. The city attaches a lot of attention to starting new and to further development of the ongoing social programs, which allow to enhance the “third age” people’s quality of life, filling it with socializing, creative and physical activity, new impressions. The “Moscow longevity” project that has been happily functioning for over six years already, had immediately won the loyalty of the capital’s citizens of the older generation. Moscow longevity centers has every means for self-realization, leisure and educational activities, for getting fresh impressions. Members of the project also get mentoring experience. The staff of the centers is made up of predominantly young people. The daily socializing of the centers’ visitors with the staff members helps strengthen intergenerational ties, enriches the leisure times of the elderly, helps the young acquire an optimistic view of the future. Thus, not only does Moscow longevity, as a large-scale recreational project, ease the load on the city’s healthcare system, but it helps people learn new ways of taking care of their health.

Ten Years Hand in Hand: the City of Moscow Union of Multi-child Families

The City of Moscow does everything for parents to feel sanguine about the day of tomorrow, and for the younger generation to live in comfortable environment. Special focus of Moscow government is being laid on the care for multi-child families. It’s not the city’s services alone that help parents navigate in the advanced social support system, but also various public organizations. The City of Moscow Union of Multi-child families has been active in the capital for a whole decade with a noticeable measure of success. Here families with children can get information, legal, psychological assistance, make friend other families, find likely-minded people, organize family businesses, take part in cultural and sports events, discover their talents and realize themselves in various sports and activities. The Organization solves problems which help enhance the quality of life and raise the comfort level of the capital’s multi-kid’s families. The Union’s unique projects embrace all walks of life of a big family and help open up its potential.

Comprehensive Rehabilitation: Assistance to Physically Challenged Muscovites

Moscow city services do everything in their powers to make the capital a livable city. People with special needs receive medical, psychological, social and other types of assistance. Rehabilitation, rehabilitation and educational, and specialized family centers make part of the city’s social security system. Hospital-replacing practices that diversify accessibility of medical assistance to the citizens of a multimillion city are among priority areas of developing social security system. The capital’s institutions led by the City of Moscow Department of Labor and Social Protection of the Population fall back on decades old best practices of rehabilitation. Specialists engage top of the line rehabilitation appliances, innovative technologies and materials. Psychological and information assistance is provided to physically challenged people and their relatives alike, those who take care of their loved ones. Rehabilitation and rehabilitation and educational programs help Muscovites with disabilities to get education, work and build their careers, to realize themselves in creative activities and develop themselves, to feel themselves a part of the city community.

Homecare for Erderly Relatives Training

Since 2022 the Russian Capital has been running the “Family nursing school”. The project is under the supervision of the Institute of complimentary professional education of social workers under the City of Moscow Department of Labor and Social Protection of the Population. The School was specifically established in order to help citizens learn under home learning environment to skillfully assist their family members unable to take full care of themselves. The School activities are aimed at those willing to become guardians of their loved ones. In 2023 a new Simulation center was commissioned, where anyone so willing can master nursery skills of taking care of their relatives. Introduction of hospital-replacing technologies into the social sphere will cater to the citizens’ requests and to solve the task of providing decent living conditions for those in need of special treatment and care.

Russian Traditional Values: Moscow Family

Contemporary Russia has met with a peculiar situation: against the general background of the falling birth rate, the number of multi-child families is on the rise. The availability of financial resources of Moscow households with children is getting ever greater stability due to the National “Demography” Project, as well as the city’s measures of support. Moscow sticks to the policy of the care for family members across the board, from the little ones to the elderly. All sorts of real-life situations find adequate solutions in the city’s extensive social security network. The capital’s social security centers are manned with high professionals, who use interactive technologies and the individual approach mode to special case management. Thanks to Moscow’s interaction with socially-oriented non-profit organizations the window of opportunity for getting professional assistance is constantly widening. Through grant support system the socially-oriented non-profit organizations act as the linchpin keeping the city and the citizen together, bringing to bear appropriate expertise, engaging themselves into the care system for families with children. Strong families represent the city’s greatest asset whereby lies the potential for bringing up healthy, happy children, as well as for generational continuity.

The Power of Good Will: Volunteers’ Movement in Moscow

Volunteering is one of the critical youth policy focal points in Russia. “Mosvolunteer” key support center for volunteer movement in Moscow helps the executive government bodies, non-profit and profit organizations find those who are willing to join their projects on voluntary and pro bono basis. “Mosvolunteer” organizes, engages and trains new volunteers, keeps in touch with volunteers already at work, takes care that their rights get observed. The net result of the events held by volunteers hinges on the volunteers’ proper substantiation and proactive attitudes, which is why “Mosvolunteer” basic principal is to make the voluntary works attractive and beneficial for participants themselves. Every fourth member of the volunteer movement in Moscow in a young person aged from 7 to 17. Schools, universities, local authorities and other organizations may facilitate the further growth of the volunteer movement serving as information sources or points of attraction for the Moscow young. Volunteering offers to the young citizens a chance to open up their potential and to help in the realization of projects beneficial to the city and its citizens.

Technologies of Re-skilling and Career Development for Muscovites

In late 2023 a new flag-ship center “Professions of the Future” of the capital’s employment service was launched in Moscow. It came to be in response to transformations in the labor market and with an eye to the new horizons of Moscow’s economic development. In his interview to the Herald Director of the City of Moscow Employment Service, Head of “Professions of the Future” Center A. A. Tarasov shared his views on the cutting edge HR technologies that the Center is working on, as well as on projects being realized in the innovations and career guidance domains. The Center’s audience embraces Muscovites of all ages, from youths to the older generation. Thanks to collaboration with over 3000 Moscow’s employers the Center helps the city to create and man jobs. Extensive verified base of job applicants, pin-point recruiting and other up-to-date HR technologies employed by the Center manage to timely provide Moscow companies with finely selected personnel. The Center’s career couches help citizens to uncover their career potential, go through retraining and find a satisfactory job, while school leavers get a chance to choose their future profession to become a sought-for specialists and make their contribution to Moscow’s economic development.

HR Services at the Moscow Government: a Handshake Away

For almost five years, “HR Services of the Moscow Government” project developed at the platform of Moscow Metropolitan Governance Yury Luzhkov University, with which the experts from the Civil Service and Personnel Department of the Moscow Government took part. In 2024, all available stock of experience served as the basis for the new structural unit – the HR Services Department of the Moscow Government. The new Department continues to improve HR services for the organizations within city government. This is an up-to-date product line that helps the heads of all in the list structures within the Moscow Government in forming teams and effectively managing employees. In an interview with the Herald, Director of the Customer Service Center A. N. Suvorova spoke about the premises for the creation of the initial project, its further transformation, and the opportunities provided to the city by the new Department. Modern tools and innovative techniques used by the Department’s experts are described. Plans for the development of the Department are highlighted, including in terms of increasing customer focus and comprehensive HR support for the organizations of the Moscow Government.

One of the public administration priorities today in Russia is the quality of medical care for the citizens. High safety level of medical operations is the principal sign of quality medical care and that of the state healthcare system maturity. A program has been launched at Moscow Metropolitan Governance Yury Luzhkov University of complimentary professional development for medical institutions’ deputy heads. The students in the program learn to analyze factors that have a negative effect on administrative decisions, and how to minimize risks of «administrative harm». The program’s participants get to know the principles and methodologies of building alert systems warning of potential errors in working processes and master the skills of creating a safe environment for their teams.

The New Approach to Monitoring the State Support Measures in Moscow

For a number of years Moscow Government has been adopting and realizing a set of measures to support businesses and citizens. State support has moved to the front burner under the present sanctions pressure conditions, which aggravated in 2022. A large-scale program of state support has involved executive government bodies in various fields. In order to streamline the data on all ongoing measures of Moscow Government, the City of Moscow Department of economic policies and development has elaborated a universal form for purposes of digital monitoring. This instrument has been incorporated into the information system with the goal of automating the gathering of information about potential support measures and to ease control and management of the processes.
