Внешнеторговые отношения Республики Корея и США в условиях развития интеграционных процессов

Аннотация

В статье рассматривается процесс заключения, реализации и обновления соглашения о свободной торговле между США и Южной Кореей, выделяются основные проблемные аспекты функционирования зоны свободной торговли и последствия для двусторонней торговли стран. Исследование показало, что Южная Корея получила значительные преимущества от согласованного в соглашении либерального торгового режима с США. Резко увеличилось сальдо положительного торгового баланса Южной Кореи с США - до исторического максимума в 25 млрд долл. (в 2015 г.), значительно вырос южнокорейский экспорт высокотехнологичных товаров и товаров с высокой добавленной стоимостью. Для США участие в соглашении обернулось увеличением дефицита торгового баланса, ростом экспорта ресурсов, сельскохозяйственных товаров и продукции низких переделов. Наблюдаемые последствия привели к применению США жесткой дискриминационной политики, пересмотру положений соглашения, военно-политическим уступкам со стороны Южной Кореи. В результате дефицит американского торгового баланса с Южной Кореей за год сократился на 17,3 %, ожидаются изменения в товарной структуре взаимной торговли стран. Проведенный анализ доказывает формирование единообразного формата внешнеторговой политики США по отношению к странам - торговым партнерам в рамках соглашений о зонах свободной торговли, лежащего в русле нового протекционизма и направленного на обеспечение американских геополитических и экономических интересов.
