Abstract
The budgetary policy specifies the possibilities and prospects of the social sphere and economics of the region. The creation of the regional inter-budget relationships in Russia is determined by the political aspects. Today the influence of the political factors on the development of the inter-budget adjustment system represents the special interest, because the laws are transformed and the regions and municipalities are highly determined by the level of their economical conditions.
