Abstract
The article is devoted to the analysis of displacement of a vector of theoretical and empirical judgment of new tendencies in federalism functioning. Authors consider possible ways of development of its potential, initiate new approaches to its reflection and the analysis through a prism of centralism and decentralism in federal relations.
