Representative Democracy in the Context of Russian Federalism: The Stages of Formation
Abstract
The phenomenon of the development of representative democracy in the context of modern Russian political practice has undergone many legislative, institutional and other changes. In this context, both objectively determined political and historical features and substantive issues of a technical and regulatory nature are important. With the adoption of the Constitution of the Russian Federation in 1993 and up to the present moment, a steady trend is increasingly clearly forming regarding, firstly, strengthening the status and procedural specifics of public authorities, and secondly, updating the search for effective mechanisms and tools to ensure socio-political control. New methods and models are used in the construction of federal relations in Russian society and the state, and in relation to the institutions and procedures of democracy, they are being translated into a network and digital form. In this regard, the author presents the main stages of the formation and formation of representative democracy in the context of Russian federalism, which affect the current political agenda of representative democratic relations in the Russian Federation.



Status of a Member (Adviser) of the Constitutional Council of a Constituent Entity of the Russian Federation
Abstract
Federal Constitutional Law No. 7-FKZ of December 8, 2020, «on Amendments to Certain Federal Constitutional Laws» established that «Subjects of the Russian Federation have the right to decide to create constitutional (statutory) councils operating under the legislative (representative) bodies of state authority of the subject of the Russian Federation» (part 7 Art. 5). This study presents an analysis of the provisions of the laws of the subjects of the Russian Federation that established the status of the council, its powers and its member status.



On the Value World of Modern Russian Society: Problems of Value Formation
Abstract
This article continues the analysis of the mental specifics of humanity and its value world based on the information provided in the primary sources of monotheism (the Torah, the New Testament and the Koran) thousands of years ago. The author shows that they demonstrate not only the presence of stages of mental transformation of ethnic groups and peoples of the world that humanity goes through in its historical development, but also changes in the value world that corresponds to each stage. Due to its essential nature, indicated precisely in the primary sources of monotheism, modern humanity naturally moves to an independent scientific understanding of the surrounding reality, the study of its mental nature, the development of norms and rules of its being, as well as the formation of its value world, which no longer coincides with the individual values of the Scriptures.



Domestic Criminal Proceedings and the Western Liberal Model of the Structure and Organization of the State: Dialectics of the Concrete and Abstract
Abstract
The article is devoted to understanding the dialectics of domestic criminal justice and the Western liberal model of the structure and organization of the state. It has been established that the Western liberal model of the state is alien, hostile and aggressive towards the system of traditional spiritual and moral values and the cultural and historical heritage of the Russian people, including that part of them that is directly related to criminal proceedings. The article substantiates the negative impact of liberal ideology on criminal proceedings through digitalization.



Application of Artificial Intelligence Technologies in the Field of Law Enforcement
Abstract
The article discusses the possibilities of using modern technologies that would significantly increase the effectiveness and efficiency of law enforcement activities. In particular, it is proposed to create a law enforcement platform operating on the basis of artificial intelligence algorithms, taking into account the logic of technological recognition of legal situations and ensuring improved quality of judicial activities.

IT'S A SHAME FOR THE STATE!
Abstract
The article provides an up-to-date analysis of the work of the Central Bank of Russia as the pinnacle of the banking system. The author comes to the conclusion that banking activities are not carried out in the interests of developing the state's economy, but only for the Central Bank to extract its own profit. This is evidenced by the Central Bank setting the key rate twice as high as inflation, which does not prevent inflationary expectations, but contributes to the transfer of budget funds to the banking sector to the detriment of the real economy. High loan rates with low profitability of mechanical engineering (primarily the military segment) force the state, under conditions of its own and sanctions, to provide them with significant financial assistance from the National Welfare Fund, and the funds received by the enterprises are given to banks for debts. Among other sources of unjustified enrichment of banks, the author points to exorbitantly high mortgage rates, while the state ensures the operation of preferential lending programs by covering the difference from budget funds. The program of preferential lending for purchases of priority imported products, which was launched in the Russian Federation in May 2022, is also compensated to banks through subsidies from the federal budget. The economic scenario of banking activity presented in the article is intended to illustrate the author's statement that the banking system has become a brake on the Russian economy. We need a complete nationalization of the banking system, which would fulfill the role of financial services to the economy, and not its own enrichment.



Indigenous Political Representation in Latin America: Problems and Perspectives
Abstract
In many Latin American countries, indigenous peoples make up a significant part of the electorate, thus creating potential opportunities for their active participation in the formation of power structures. However, for a long time, the ruling elites have sought to limit their representation at all levels of government and local self-government. The situation began to change only after the process of democratization of political systems and regimes began in the 1980s. Based on the methodology of comparative analysis, the article assesses the successes and failures of indigenous peoples' movements seeking adequate representation of their interests in various Latin American countries. Special attention is paid to the problem of creating their own political parties capable of representing and defending not only the rights of indigenous people, but also, in general, contributing to the democratization of political processes in the region, expanding the boundaries of representative democracy in fairly complicated socio-economic and institutional conditions.

Values Self-Consciousness as Factors of Forming Spirituality of Ethnic Communities
Abstract
The article is devoted to defining the role of identity in ethnic identification. It argues that consciousness raised to the rank of a supreme idea, which becomes the value and allows ethnic communities, which are not only adapting to social changes, but primarily keep replay themselves. The article also explores the complex interplay of traditional and liberal values and contradictions among them and their impact in the development of the consciousness in population and their own ethnic identification. Ethnic identity acts not only as the way of identifying an individual things, but as an opportunity to implement a community in its own national culture, values, traditions and, consequently, it creates and makes the ethnic group as the whole community.



Prospectives of the Development of Finland's Foreign Policy Towards African Countries
Abstract
The article is devoted to Finland's economic relations with African states. The author analyzed and synthesized data based that made it possible to make a prognosis of the future development of Finland-Africa relations. The major method of study is extrapolation, that helps to find probable maximum and minimum numbers of import and export between Finland and African states in 2030. In conclusion, trade balance may become lower and in the future Finland and its partners from Africa may build more mutually beneficial economic relations.
