Rules for Preparing Articles for Publication
The Editorial Boards of journal “Information Technologies and Computing Systems”, which is published by the Federal Research Center for Computer Science and Control of the Russian Academy of Science, accept articles on relevant topics that were not published previously in the printed issues, as well as in electronic form on the Internet. Articles should contain the results of the research, setting the problems, comparison with the known methods for solving the problems of that class and reflect the novelty or advantages of the method proposed by the author(s).
Publication of the article submitted by the author(s) should not violate the provisions of Chapters 69 and 70, Section VII, Part IV of the Civil Code of the Russian Federation, which define the rights to the results of intellectual activity and means of individualization, including copyrights. Responsibility for violation of the RF Civil Code in connection with the copyrights infringement, in case of the claims being made against the Editorial Board of the journal, falls on the authors of the articles.
When working on the article, the authors should comply with the ethical principles given in “Publication Ethics” section.
By sending an article to the Editorial Board, the authors retain their rights to this article, but at the same time transfer to the Founders and the Editorial Board of the journal the rights to publish the article in Russian (or in the language of the article, if it is different from Russian) and to translate it into English, as well as for its dissemination in Russia and abroad, bringing it to public attention.
If the Editorial Board makes a positive decision to publish the article in the journal, each author, within 5 working days from the receipt of the above information, should provide the Editorial Board with a completed and signed “License Agreement” on Transfer of Non-Exclusive Rights to Use the Work.
The License Agreement can be submitted by e-mail to the Editorial Board, both in paper form (in 2 copies) and in electronic form (scanned copy of the completed and signed document) simultaneously with the text of the article accepted for publication. If the License Agreements from all the authors of the article are not submitted to the Editorial Board within the period specified above, then, in accordance with the legislation of the Russian Federation, publication of the article in the journal is impossible.
In addition to the License Agreements, the Editorial Board should be provided with expert opinions from all the organizations where the authors work, stating that the article submitted for publication does not contain information that falls under the List of Information Constituting State Secret (Article 5 of the Law of the Russian Federation “ On State Secret"), is not subject to classifying as secret and can be published in the open press. An expert opinion from each organization should be signed by its head and certified by a seal.
The Editorial Board of each journal carries out a one-sided blind review of the submitted articles in accordance with the procedure adopted in the journal and presented on its website. The decision of the Editorial Board on the publication of the article, its rejection or the need for revision is communicated by e-mail to the author responsible for correspondence with the Editorial Board, information about which is indicated in the data on the authors.
Returning a manuscript for revision does not mean its acceptance for publication. The author(s) have the right to send a revised version, taking into account the reviewer’s comments, for re-review within two months or apply to another Publishing House, informing the Editorial Board about it. The revised version of the article should be accompanied by the authors’ response to the reviewer’s comments in the form of a separate file called “Response to Reviewer’s Comments.” If the revised manuscript is not received within the deadline indicated above, then after a one-time reminder to the author it is removed from the editorial portfolio.
The Editorial Board does not enter into discussions with anyone regarding the rejected articles.
There is no fee for publishing articles in journals of the FRC CSC RAS. There are no royalties paid to the authors.
Materials submitted to the Editorial Board on any type of media are not returned to the authors.
Requirements for Preparation and Designing Articles
The article is submitted to the Editorial Board of the journal in electronic form only in MS Word formats (*.doc, *.docх) and sent as a file by e-mail to the editorial e-mail address: itvs@isa.ru.
The text of the article, all graphic materials and tables are accepted by the editors and are displayed in the journal only in black and white.
Text of the article. The font used for typesetting is Times New Roman or Times New Roman Cyr. Font size is 11, line spacing – 1.5. In the “Margins” option of the “Page Setup” dialog, the following settings should be made: top – 3.6 cm; bottom – 3.6 cm; left – 2.5 cm; right - 2.5 cm. The left indent of the first line of each paragraph (red line) is 0.5 cm. The text is aligned by width. The use of manual hyphens, double and triple spaces, and compaction of intervals (kerning) is unacceptable in the text. Paragraphs (red line) should be entered automatically, and without using the spacebar. Necessary semantic highlights in the text can be made in bold and italics.
Articles accepted for consideration should not exceed 40,000 characters (with spaces), but not more than 20 pages of A4 format, taking into account formulas, tables, drawings and diagrams.
Abbreviations. When writing an article only common abbreviations should be used avoiding the new ones without sufficient grounds. Other abbreviations are deciphered under the first usage and remain unchanged throughout the text.
Formulas and mathematical expressions. It is recommended to type formulas that are directly included in the text and do not require complex special characters, using the MS Word editor. Formulas and mathematical expressions, highlighted in a separate line, if necessary, are numbered (through numbering) on the right with Arabic numerals in parentheses. Only formulas that are referenced in the text are numbered. Formulas are typed using MS Word, Microsoft Equation 3.0 or Math Type editors. A uniform style of setting formulas in the article should be adhered to. It is not allowed to represent mathematical expressions in the form of images.
Tables. Tables are placed directly in the text of the article between the paragraphs, formatted in the same way as the text, and numbered (through numbering) with Arabic numerals. The table number and its name are located above the table. The table dimensions are not more than 16.0 cm in width and 20.0 cm in height (book orientation). The text of the article should contain a reference to each table.
Graphic material (figure, scheme, photograph, diagram) are accepted only in black and white. Any graphic material in the text should be designated as “Fig.__” (through numbering with Arabic numerals) and have a name. The number and the name are located below the figure. The image is aligned to the center. Figures are placed in the text between the paragraphs. Any graphic material should be grouped, should not be wrapped around the text, and not fall apart while being moved and formatted. The image should be clear and suitable for reproduction by standard office tools. It is recommended to submit graphic material using the MS Word editor or as a graphic file (*.jpg; *.jpeg; *.png; *.gif; *.tiff; *.bmp). Image dimensions are not more than 16.0 cm in width and 20.0 cm in height (portrait orientation). The text of the article should contain a link to each figure. Figures should be of a high quality. The Editorial Board reserves the right to request from the author(s) graphic materials, formulas and tables available in the article in the form of separate files additionally.
The text of the article, written in English, should necessarily contain the information given below in paragraphs 1-2, in English and Russian. The text of the article, written in Russian, should contain the information listed in paragraph 1, but in Russian, as well as the information contained in paragraph 2, in English.
Articles may be submitted to the editors in either Russian or English.
If the main text of the article is submitted to the editors in English, it must contain:
- Materials in Enlish (in the specified sequence):
- the title of the article, containing not more than 10 words, aligned to the center of the page.
The title of the article should be short, informative, and reflect the problem under consideration as accurately as possible. After the title of the article, a footnote in the form of an asterisk may be placed, and the text of the footnote, located at the bottom of the first page, provides information about the sources of funding the work (name of organization, numbers of grants, projects, etc.), if there are any.
- The initials and surname(s) of the author(s) are located below the title of the article, aligned to the left. If all authors work in the same organization, the common name of the organization, city, and country is given below the names. If authors work in several organizations, after the surname of each author one or more superscripts in Roman numerals are placed, indicating the author's affiliation with the organizations. Each index numeral corresponds to one of the organizations. Below the surnames there is a deciphering of the given Roman numerals: for each of them, the common names of the organization, city and country are given (see Example of Manuscript Formatting).
- An abstract (author's summary) is an introductory source of information about the article, which reveals the relevance of the research topic, statement of the problem, research objectives, methods, research results and key conclusions. The abstract should not exceed 120 words written in one paragraph. The abstract should be concise and informative, contain convincing wordings and not duplicate the text of the Introduction. Inclusion of formulas, diagrams, tables, figures, abbreviations and shortenings (except for the common ones) is not allowed.
- Keywords should reflect specificity of the topic, object, methods and results of the study, and contain no more than 10 words and/or phrases. It is recommended to use terminology and abbreviations accepted in the world scientific and technical literature as keywords.
- The full text of the article in Russian or English should contain:
- Introduction (is not numbered). The introduction should reveal the relevance of the scientific problem under consideration, give an idea of the current state of research and the most significant results in the corresponding field of science, justify the proposed approach to solving the problem and briefly describe the structure of the article without repeating the text of the abstract.
- Main part. Sections of the main part are numbered sequentially with Arabic numerals. It is recommended to use single-level numbering of sections and avoid introducing new numbering levels without sufficient reasons. The main part should contain setting of the problem, description of the developed and/or used research methods, presentation of the obtained results, discussion of the advantages and limitations of the obtained results, examples of their practical application, etc. References to literature sources in the text of the article are numbered in square brackets. The number of references in the text and in the bibliography should coincide. The quoted text is enclosed in angle quotation marks; in this case, in addition to the source number, page numbers are indicated in square brackets: [9, p.6]. If several references are indicated in the same square brackets, they are separated by a semicolon.
- Conclusion (is not numbered). The conclusion should briefly summarize the results of the work, contain the main conclusions, outline the ways to use the results and possible directions for further research.
- References (is not numbered) The list shouldn’t contain more than 50 references and only to those sources that were used in preparing the article. References in the list of literature are arranged in order of the first mentions in the main part of the article. The list of literature in Russian is drawn up in accordance with Russian standard of rules and requirements «ГОСТ 7.0.5---2008»
- Information about the author(s) of the article should contain the following information about each author in the form of one paragraph:
- Surname, name, patronymic in full.
- Full name of the place of work (organization), city, country.
- Working position.
- Academic degree and rank.
- Area of scientific interests.
- E-mail address
After the e-mail address of the person responsible for correspondence, the note “Responsible for Correspondence” is placed in parentheses.
- Materials in Russian (in the specified sequence) after materials in English:
1) Title of the article (translation);
2) Author(s) (transliteration of initials and surname(s));
If all the authors work in the same organization, the generally accepted English names of the organization, city, and country are given below the names. If the authors work in several organizations, after the surname of each author one or more superscripts in Roman numerals are placed, indicating the author's affiliation with the organizations. Each index numeral corresponds to one of the organizations. Next comes the decoding of the given Roman numerals: for each numeral of the index, the generally accepted English names of the organization, city, and country are given.
3) Abstract should be informative. Abstract may not be a literal translation of the Russian text; it is intended to serve as the main source of information independent of the article, so its volume may be larger than the abstract in English, but not more than 120 words.
The recommended version of the abstract is a brief repetition of the structure of the article, including introduction, goals and objectives of the study, its methods, obtained results, and conclusion.
4) Keywords not more than 10 words and/or phrases.
5) Literature (References) is given in a separate block, repeating all the items from the list of references in Russian, regardless of whether it contains foreign sources or not. If the list of literature in Russian contains references to foreign publications typed in Latin, they are completely repeated in the References list.
When designing References, it is necessary to adhere to the Vancouver style, observing the following rules:
- surname and initials of the author (transliteration); if there are several authors, then their surnames and initials are listed separated by commas;
- the title of the source (article, monograph, etc.) with a capital letter; if the reference is to the source in Russian, then the title is translated into English, followed by a dot;
- the title of the journal (if the reference is to the article) or the publishing house (if the reference is to the monograph, collected works, etc.) where the source was published, if the reference is to the source in Russian, transliteration of the title is given, followed by a dot;
- year, followed by a semicolon;
- a numeral indicating the volume number, then a numeral in parentheses indicating the issue number of the journal; if the volume number is missing, then a numeral indicating the issue number of the journal, followed by a colon;
- page range, dot;
- if the article is not in English, then an indication of the language of the article in parentheses, for example, (In Russ.), followed by a dot;
- dot: (if available).

Information about authors is given in English in the form of one paragraph for each author in the following order:
- First name (in full), surname (all through transliteration)
- Academic degree and rank
- Place of work: generally accepted English name and address of the organization, city (required, even if it is present in the name of the organization), country
- Area of scientific interests
- E-mail address

If the main text of the article is submitted to the editors in Russian, it must contain the same materials that must be provided when submitting an article in English, but in Russian, and after them, the materials that are provided in the Russian language version in English must be presented in Russian.
A manuscript that does not meet the requirements established in these Rules will not be accepted for consideration by the Editorial Board of the journal.

When sending letters and files by e-mail, please adhere to the following rules:
– indicate in the subject field: surname and initials of the first author of the article;
– the electronic version of the letter should include a file containing materials presented in accordance with the requirements of these Rules, the name of this file corresponds to the surname and initials of the first author of the article.
The Editorial Board conducts all correspondence only with the author responsible for the correspondence.
The responsibilities of this author include:
- correspondence with the Editorial Board staff of the journal;
- informing all the co-authors of the manuscript about Editorial Board messages;
- at the request of the editors, provision of License Agreements for all co-authors;
- at the request of the Editorial Board provision of Expert opinion(s) from the organization(s) where the author(s) work (see clause 6 of these Rules).
