Requirements for Papers

The journal accepts for publication scientific articles and reviews on a wide range of problems in the field of artificial intelligence and decision making that have not previously been published in print and/or electronic publications. The research topics are indicated on the “About the Journal” page.

The article must contain original research results performed by the Author(s), reflecting their advantages compared to previously obtained results. When preparing an article, the principles of publication ethics adopted by the editorial board of the journal and set out on the “About the Journal” page must be observed.

The manuscript of the article is sent to the editorial office of the journal electronically by e-mail. Submission of a paper copy of the manuscript is optional. The manuscript must be formatted according to the rules given in the “Format of the Manuscript” section. A manuscript that does not meet the established rules will not be considered by the journal.

The submitted manuscript of the article is reviewed in accordance with the procedure outlined on the “About the Journal” page.

The Journal notifies the Authors of the decision of the editorial board to accept for publication, modify or reject the article. There is no charge for publishing an article in the journal. No royalties are paid to the Authors.

Returning the manuscript to the Authors for revision does not mean acceptance of the article for publication. The authors have the right to finalize the manuscript taking into account the Reviewer’s comments, to reasonably disagree with the Reviewer’s comments, or to refuse to publish the article by informing the editors about this. In the revised version of the manuscript, all changed text fragments, including formulas, must be highlighted in color or another standard MS Word editor tool that can be easily removed during editing. The revised version of the manuscript must be accompanied by the Authors' response to comments in the form of a separate file. If the revised manuscript has not been received by the editorial office within two months from the date of receipt of the message about the need for its revision, then after a one-time reminder the article is removed from the editorial portfolio of the journal.

The editors of the journal send the original layout of the article accepted for publication to the Authors in electronic form for checking the text, making editorial changes and correcting typos, as well as the published article.

The published article must not violate the provisions contained in chapters 69, 70 of section VII of the Civil Code of the Russian Federation (part four) of December 18, 2006 No. 230-FZ, which define protected results of intellectual activity and means of individualization, as well as copyright. Responsibility for violation of the Civil Code of the Russian Federation in connection with copyright infringement, in the event of claims being made against the editors of the journal, lies with the Authors of the articles.

The authors retain their rights to the published article, but transfer to the founder and editorial board of the journal non-exclusive rights to publish the article in Russian, translate the article into English, as well as distribute the article in Russia and abroad, making it available to the public.

Each Author of an article accepted for publication must send to the editors of the journal a completed and signed License Agreement on the transfer of non-exclusive rights to use the work. In accordance with the legislation of the Russian Federation, an article can be published only if there are signed License Agreements with all Authors of the article. The license agreement is submitted as a scan of the document by email or in paper form (2 copies) simultaneously with the corrected original layout of the article. The text of the License Agreement is posted on the “Authors” page.

In addition to the License Agreement, it is required to send to the editorial office of the journal Expert opinions stating that the materials of the submitted article do not contain information that is subject to classification, and the article can be published in the open press. Expert opinions are presented from all organizations that are places of work of the Authors. Each individual Expert Report must be signed by the head of the organization and certified with a seal. The Expert Opinion form is available in the organization where the Author works.

The editorial staff of the journal corresponds on the article by e-mail only with the Author responsible for the correspondence. When corresponding the Author with the editors, please adhere to the following rules

  • In the “Subject” field of the email, indicate “IIPR ”;
  • include submitted versions of articles and other materials in the “Attached files” field;
  • uring subsequent correspondence, do not change the subject of the received email, as well as the names of the materials files assigned by the editors, adding, if necessary, only the number of the next version.

The corresponding author must

  • send to the editor the manuscript of the article, a revised version of the article, the Authors’ response to the Reviewer and other materials;
  • inform all Authors about all messages from the editors, including acceptance of the article for publication, its revision or rejection;
  • receive from all Authors of an article accepted for publication and send to the editor completed and signed License Agreements, signed and certified Expert Opinions of organizations.

The journal does not enter into correspondence regarding acceptance for publication or rejection of an article manuscript. Materials sent to the journal on all types of media are not returned to the Authors.

Submission Guidelines

General rules

The manuscript of the article is submitted to the Editorial Board of the journal in Russian and English as a single file only in MS Word editor formats (*.doc, *.docх) in black and white. The total volume of the manuscript should not exceed, as a rule, 20 pages in A4 format, taking into account formulas, tables, graphic materials and references. An increase in the length of the manuscript is agreed with the editor-in-chief or deputy editor-in-chief of the journal.

Text. Page parameters: Top – 3.5 cm; Bottom – 3.5 cm; Left (Left) – 2.5 cm; Right (Right) – 2.5 cm. Times New Roman or Times New Roman Cyr font. Main font size 11 pt, line spacing 1.5, text justified. The left indentation of the first line of each paragraph (“red line”) of 0.5 cm is set automatically, and not using the Spacebar. Manual hyphenation, double and multiple spaces, and compaction of intervals are not allowed. Necessary semantic highlights in the text are made in bold and italic fonts.

A manuscript that does not meet the established design rules will not be considered by the journal. A sample of the manuscript for an article is provided in the file at the end of the page.

About author(s)

Article title. Up to 10-12 words. Bold font, size 12 pt, text aligned to the left. The title of the article should be short, informative, and reflect the essence of the work as accurately as possible. After the title, a footnote in the form of an asterisk may be placed, the text of which is located at the bottom of the first page. The footnote indicates information about the sources of funding for the work, if any (name of organization, name of program, numbers of grants, projects, etc.).

Author(s). Align text to the left. The initials and surname(s) of the Author(s) are indicated. If all Authors work in the same organization, the common name of the organization, city, and country is given below the last names. If the Authors work in several organizations, after the surname of each Author there is one or more superscripts in Arabic numerals indicating the Author's affiliation with the organizations (affiliation). Each index number corresponds to one of the organizations. Below the names for each index is the generally accepted name of the organization, city, and country.

Abstract. One paragraph, 100-120 words. Single spacing, justified text. The section title appears in bold. The abstract should give a generalized and concise idea of the features of the work and the results obtained. It is recommended that the abstract briefly summarize the content of the main part of the article. It is not allowed to include abbreviations, abbreviations, formulas, tables, pictures, diagrams in the annotation.

Keywords. Up to 8-10 words and/or phrases. Single spacing, justified text. The section title appears in bold. Keywords should sufficiently fully reflect the topic of the article, object, methods and results of research. It is recommended to use terminology accepted in the world scientific and technical literature as keywords.

Introduction. One and a half spacing, justified text. The section title is in bold and not numbered. The introduction should reveal the relevance of the scientific problem under consideration, give an idea of the current state of research and the most significant results in the relevant field of science, justify the proposed approach to solving the problem, briefly describe the structure of the article without repeating the text of the abstract.

Main part. One and a half spacing, justified text. Section titles are highlighted in bold. Sections are numbered sequentially with Arabic numerals. It is recommended to use single-level numbering of sections and avoid introducing new numbering levels without sufficient reason. The main part should contain a statement of the problem, a description of the research methods developed and/or used, a presentation of the results obtained, a discussion of the advantages and limitations of the results, examples of their practical application, etc.

Conclusion. One and a half spacing, justified text. The section title is in bold and not numbered. The conclusion should briefly summarize the results of the work, contain the main conclusions, outline ways to use the results and possible directions for further research. The last paragraph can be used to express gratitude to individuals and organizations for their assistance.

References. Up to 50 sources, no more than 1/3 self-citations. Single spacing, size 10 pt, text justified, no paragraph indentation. The title of the section is highlighted in bold, the sources are numbered sequentially in Arabic numerals. The bibliography should contain only those sources that are mentioned in the article. Sources are located in the bibliography in the order of appearance in the text, or in alphabetical order by the names of the authors or the names of the sources (first Russian-language publications, and then foreign-language publications). It is recommended to format publications in the Russian-language bibliography according to GOST R 7.0.5-2008 or according to the sample given in the “Format sample” file.

About the author(s). Single spacing, size 10 pt, text justified, no paragraph indentation. For each Author, indicate: Last Name First Name Middle Name (in full; in bold). Academic degree, academic title, honorary title (if available). Position, main place of work (common name of the organization). Position, Place of part-time work (common name of the organization; several positions and places of work can be specified). Areas of research: (several words and/or phrases). E-mail: ...@... After information about the author responsible for correspondence, it is indicated in brackets (responsible for correspondence).

Text in English. Located after the text in Russian. The translation of the established sections of the article into English must exactly correspond to the Russian text. The official English name of the organization should be indicated, not its translation. The most complete list of names of organizations can be found on the website of the Scientific Electronic Library eLIBRARY.RU. The Literature and References sections must be completely identical, including the number and numbering of sources. If there is a publication in the Latin alphabet in the Russian-language bibliography, then it is completely repeated in the References list. If the Russian-language list of references contains a translated foreign-language publication, then the original source in the original language should be indicated in the References list. It is recommended to format publications in the English-language References list according to the model given in the “Sample Design” file.

Rules for the design of article elements

Abbreviations. The article should use generally accepted abbreviations (according to GOST 7.12-93) and avoid introducing new abbreviations without sufficient grounds. Abbreviations that are not generally accepted are deciphered when they first appear and remain unchanged throughout the text.

References to bibliographic sources in the text are indicated by numbers in square brackets, the numbers are separated by a comma: [1-3, 7, 12, 13]. The quoted text is enclosed in quotation marks, and the source number and page numbers are indicated in square brackets: [10, pp. 55-56]. The text of the article must contain links to all publications given in the list of references.

Formulas and mathematical expressions that are directly included in the text and do not require complex special characters are recommended to be typed using the MS Word editor. Formulas and mathematical expressions, highlighted in a separate line, are numbered sequentially on the right with Arabic numerals in parentheses, aligned to the right, and typed using MS Word, Microsoft Equation 3.0 or MathType editors. You should adhere to a single style of set of formulas in the article. It is not allowed to represent mathematical expressions in the form of images. In the text of the article, a reference to each numbered formula is required.

Tables. Single spacing, 10 pt, center table alignment, portrait orientation. Tables are placed directly in the text, formatted as text, and numbered sequentially with Arabic numerals. The title is located above the table. The table dimensions are no more than 16.0 cm in width and 20.0 cm in height. In the text of the article, a link to each numbered table is required.

Graphic material (drawing, diagram, photograph). Aligns the image to the center. The image must be clear and suitable for reproduction using standard office tools. The picture should be grouped, not wrapped around text, and not fall apart when moved and formatted. It is recommended to submit graphic material using the MS Word editor or as a graphic file (*.jpg; *.jpeg; *.png; *.gif; *.tiff; *.bmp). The figures are placed directly in the text and numbered sequentially with Arabic numerals. The title is located below the picture. The image dimensions are no more than 16.0 cm in width and 20.0 cm in height. In the text of the article, a link to each numbered figure is required.

The editors have the right to additionally request from the Author(s) the formulas, tables, graphic materials, and reference lists included in the article in the form of separate files.

License Agreement

On Transfer Non-Exclusive Rights to Use the Work

Federal State Institution “Federal Research Centre “Computer Science and Control” of the Russian Academy of Science” (FRC CSC RAS), hereinafter referred to as the “Licensee” represented by the Deputy Director Razumchik Rostislav Valerievich, acting on the basis of the Warrant of 07.09.2023                    № 1968-17 on the one hand, and  _______________________________, hereinafter referred to as the

“Licensor”,  on  the other hand, both jointly referred to as the “Parties” have executed this Agreement (further the “Agreement” as follows:

 

  1. Subject of the Agreement
    • The Licensor grants the Licensee free of charge the rights to publish and subsequently distribute his Works in printed version and to use electronic copies of the Works indicated in point 4 of this Agreement (hereinafter referred to as the “Works”), including:
  • the right to translate the Works into English,
  • the right to make copies of the Works in print and electronic versions in Russian and the Works translated into English without limiting circulation. Along with it, each copy of the Work should contain the name of the author,
  • the right to distribute the Works in Russian, as well as the Works translated into English,
  • the right to place electronic copies of the Works in Russian, as well as the Works translated into English, in the databases represented as scientific information resources of Internet through distributing independent abstracts of the Works (Articles), bringing them to general notice,
  • the right to extract metadata (to reproduce) of the Works and to use them for filling the databases according to the terms of this Agreement,
  • the right to produce reprint copies of the Works,
  • the right to transfer, in whole or in part, the rights under this Agreement to the third parties without paying the royalty to the Licensor.
    • The territory of using the rights under this Agreement is not restricted.
    • The Licensor guarantees that he/she is the Copyright Holder of the exclusive rights on the Works referred to the Licensee.
    • The exclusive right on the Work transfer to a new Copyright Holder is not the reason to change or cancel this License Agreement.
    • The Licensor guarantees that the Works do not contain information that fall under the influence of a List of Data composed a state secret (article 5 of the RF Law “On a State Secret”) and do not relate to a List of Data approved by the Russian Federation President’s Decree of November 30, 1995 № 1203, are not subject to restriction and the Works can be openly published.

 

  1. The Rights and Obligations of the Parties
    • The Licensor grants the Licensee non-exclusive rights on the Works for 10 (ten) years.

If none of the Parties sends the other the written notice on breaking the Agreement not later than two months before the expiration of the ordered ten-years period, then the period of validity of the Licensee’s non-exclusive rights for the Works are prolonged for analogous time. The quantity of prolongations is not restricted.

  • The Licensor retains the right to use independently or to refer the rights stipulated in p.1.1. of the Agreement to the third Parties without notice the Licensee about it.
  • The Licensee takes a responsibility to observe the rights of the Work’s Author, stipulated by the actual Legislation, as well as to perform their defense and to undertake all the possible measures to prevent the breach of the Author’s rights by the third Parties.
  • The Licensee after the breaking the Agreement can give the third Parties the right to keep their archival copies of the Works destined to reserve the access to them by the final users who have received this access on the Agreement base with the third Parties before breaking this Agreement, before the moment of the complete fulfillment of the terms of the Agreement by the third Party against the final users.
  • The Licensee has the right to use free of charge metadata of the Works (name, the name of the Author (Copyright Holder), annotations, bibliographical materials, etc.) in Russian and English in order to include them in various data bases and components of the Work as well.
  • The Licensee has the right to reproduce the Works within the frames justified by the goal to receive metadata.
  • The Licensee does not place at the Licensor disposal reports on using the Works.
  • The Licensee declares and guarantees that the rights referred according to this Agreement do not contain any elements which can be regarded as violating the rights (including the Copyright ones) of the third Parties at the moment of signing this Agreement. The Licensor guarantees that he is a rightful owner of all the rights transferred to the Licensee under this Agreement, as well as the rights being transferred are free of rights and interests of the third Parties and are not under arrest or any other interdiction.
  • The Parties have come to terms that according to Article 160 of the RF Civil Code they admit and acknowledge reproducing the text of this Agreement and the signatures of the Parties on this Agreement and other documents connected with its conclusion, with the help of using the means of mechanic, electronic or other copying the sign manual and the text of the Agreement which will be so valid as the original signature of the Party or original document. Facsimile (electronic) copies of the documents are valid and have equal juridical force along with the original ones. According to Article 434 of the RF Civil Code the written version of the Agreement is considered to be observed in case of sending by the Licensor a consent to conclude the Agreement by e-mail with the help of Internet.  

 

  1. Liabilities of the Parties
    • According to the current legislation of the Russian Federation the Parties bear property and legal responsibility for nonfulfillment or improper fulfillment of their obligations under this Agreement.
    • Responsibility of the Licensor under this Agreement is restricted by the sum of real damage to the Licensee.
    • In case any third Party (authors, other copyright holders or their representatives) submits pretensions or claims to the Licensee on copyright protection connected with violating exclusive rights on the Works by the Licensor indicated in p.4 of this Agreement, the Licensor commits himself to provide the Licensee with the necessary documents, to conduct negotiations with these persons, bear property and other responsibility against them.

 

  1. List of Works

  1. Settlement of Disputes
    • All disputes and controversies arising between the Parties on the issues that have not been settled in the text of this Agreement will be settled by means of negotiations on the basis of the RF current legislation.

 

  1. Final Provisions
    • The Agreement comes into force on the date of its signing by the Parties and is valid till the full execution of the obligations under it.
    • The Parties have the right to terminate this Agreement before the term is over by mutual written agreement, by court decision or unilaterally according to the RF Legislation.
    • In all the issues not foreseen in this Agreement the Parties shall follow directions of the current RF Legislation.
    • Any changes or supplements to this Agreement are valid if they have been done in the written form and are signed by the Parties or the duly authorized representatives of the Parties.
    • The Parties commit themselves to inform each other on changing their bank details.
    • All notices and information within the limits of this Agreement should be sent in writing.
    • This Agreement is made in two copies having the same legal force, one copy has the Licensor and the second copy has the Licensee.

1. Я (далее – «Пользователь» или «Субъект персональных данных»), осуществляя использование сайта https://journals.rcsi.science/ (далее – «Сайт»), подтверждая свою полную дееспособность даю согласие на обработку персональных данных с использованием средств автоматизации Оператору - федеральному государственному бюджетному учреждению «Российский центр научной информации» (РЦНИ), далее – «Оператор», расположенному по адресу: 119991, г. Москва, Ленинский просп., д.32А, со следующими условиями.

4. Категории субъектов персональных данных: все Пользователи Сайта, которые дали согласие на обработку файлов «cookie».

5. Способы обработки: сбор, запись, систематизация, накопление, хранение, уточнение (обновление, изменение), извлечение, использование, передача (доступ, предоставление), блокирование, удаление, уничтожение персональных данных.

6. Срок обработки и хранения: до получения от Субъекта персональных данных требования о прекращении обработки/отзыва согласия.

7. Способ отзыва: заявление об отзыве в письменном виде путём его направления на адрес электронной почты Оператора: info@rcsi.science или путем письменного обращения по юридическому адресу: 119991, г. Москва, Ленинский просп., д.32А

8. Субъект персональных данных вправе запретить своему оборудованию прием этих данных или ограничить прием этих данных. При отказе от получения таких данных или при ограничении приема данных некоторые функции Сайта могут работать некорректно. Субъект персональных данных обязуется сам настроить свое оборудование таким способом, чтобы оно обеспечивало адекватный его желаниям режим работы и уровень защиты данных файлов «cookie», Оператор не предоставляет технологических и правовых консультаций на темы подобного характера.

9. Порядок уничтожения персональных данных при достижении цели их обработки или при наступлении иных законных оснований определяется Оператором в соответствии с законодательством Российской Федерации.
