The journal “Voprosy Materialovedeniya” is addressed to materials scientists and practitioners in this field, engineers, designers, as well as University professors, graduate students and students specializing in materials science. The journal is focused on providing authors with the opportunity to publish the results of their research, subject to their originality and undoubted novelty. In terms of its content, the journal is independent from government authorities, academic structures and other legal entities, since the process of editorial and publishing preparation and publication is financed by the founder – National Research Center “Kurchatov Institute” – Central Research Institute of Structural Materials “Prometey”. It is responsible for compliance with regulatory standards, legal acts regulating the requirements for publications by Russian scientists. All articles are published free of charge, the magazine is not commercially oriented, and advertising is not published.
The publication covers theoretical and practical results of scientific research on the following issues: metallurgy and metal science, heat treatment of metals and alloys; materials for shipbuilding structures and power equipment, materials science in mechanical engineering; nanostructured materials and nanotechnologies, including nanosized powder materials; polymer composite materials, metal composites and volumetric porous nanocomposites; functional materials, including those with specified properties (amorphous, intermetallic compounds, “smart”, high-temperature superconductors, magnetic nanomaterials, fullerenes and nanotubes, functional gradient coatings, composite materials, biologically compatible materials, diamond-like films, nanocatalysts); welding and related processes, welding materials and technologies; corrosion and protection of metals; radiation materials science; structural and technological strength and performance of materials; testing, diagnostics and quality control of materials; materials science problems of recycling equipment, mechanisms, structures and metal waste.
The editorial policy for all thematic areas presented in the journal is determined by the objectives of communicating to the scientific community new results of scientific research in the field of modern materials science, publishing the results of original fundamental and applied developments, and creating a widely accessible information field for Russian and foreign materials scientists.
The most important goals of the journal are:
– increasing the accessibility and openness of the publication in Russia and abroad;
– achieving an international level of scientific publications;
– indexing in international databases and promotion in the international and Russian markets;
– increasing the impact factor;
– science popularization.
The journal contributes to the training of highly qualified scientific personnel, expanding the scope of professional dialogue on the most pressing materials science problems for Russian and foreign researchers working in materials science and related fields, and also contributes to Russia’s conquest of leading positions in the field of materials science and chemical technology.

All scientific articles that comply with the thematic focus and submission rules undergo mandatory independent review. Organizational and technical support for reviewing articles is carried out by the editors in accordance with the current regulations of the Russian Federation, the Regulations on the journal “Voprosy Materialovedeniya”, orders of the general director of the enterprise, decisions of the editorial board, and the Charter of the editorial board.
Reviewing of articles is carried out on a paid basis. Payment is made through deductions from the profits of the founder of the journal that is the NRC “Kurchatov Institute” – CRISM “Prometey”. The amount of remuneration for reviewers is determined by order of the general director of the enterprise, taking into account the volume of the article under review and the quality of the work done. Payment for reviewing to employees of third-party organizations is made on the basis of a civil law agreement and is carried out regardless of what decision on publication is made.
The corps of reviewers is formed from among well-known scientists and highly qualified specialists of the NRC “Kurchatov Institute” – CRISM “Prometey” (primarily members of the editorial board), research organizations and universities of the city, as well as other regions of the country, based on the principles of voluntariness and independence. The editorial board attracts for peer-reviewing experts in the relevant thematic field of modern materials science with an academic degree of Candidate or Doctor of Science, who have published results of scientific research or publications on the topic of the article under review.
The reviewer is appointed by the editor-in-chief or deputy editor-in-chief or the editorial board. In some cases, a second (different) independent reviewer may be appointed to re-review the manuscript of the article. The decision on the advisability and necessity of re-reviewing the article or appointing a second reviewer is made by the editor-in-chief (deputy editor-in-chief) based on the results of consideration of the first review. The basis for appointing a second reviewer is the authors' strong objections to the comments of the first reviewer and the impossibility of consensus between them on the validity of the objections.
Independent reviewers are given an average of 15–20 days from the date of receipt of the article. Reviewing is carried out on confidentiality terms according to the following scheme: reviewers are informed of the names, place of work, academic degrees and titles of the authors of the article, but the data of the reviewers is not communicated to the authors of the articles (one-way blind review). Reviewers have the right, on their own initiative, to enter into direct contact with the authors of articles in order to clarify individual details and agree on positions on controversial issues.
The reviewer's recommendation to revise the article must contain specific comments, the elimination of which is mandatory. If necessary, other comments may be made to the authors, which are regarded as wishes. In the final part, the review should contain a direct conclusion about the feasibility and possibility of publishing the article.
The reviewer is responsible for the scientific correctness, objectivity and independence of the examination; personal criticism of any author is unacceptable. The reviewer should also draw the attention of the editor-in-chief (deputy editor-in-chief) to the discovery of significant similarity or overlap between the manuscript under review and any other published work within the reviewer's area of scientific competence.
A reviewer should reject a proposed manuscript if a conflict of interest is revealed due to competitive, collaborative, or other interactions or relationships with the authors, companies, and possibly other organizations associated with the authors and the subject of the manuscript.
The review can be compiled according to a standard template or in free form. The content of the review is brought to the attention of the authors of the articles in writing, subject to confidentiality. Articles that have received positive recommendations and have no comments from reviewers are submitted for consideration to the editor-in-chief (deputy editor-in-chief) to make a decision on publication.
Articles corrected and revised along with the authors’ responses are sent to the editor, and the the editor reviews them for compliance with the recommendations of the reviewers, and, if necessary, sends the articles to the reviewer for approval (the period for preparing a second conclusion is 10–15 days).
If the reviewer has a positive conclusion, all materials are provided to the editor-in-chief (deputy editor-in-chief), who makes the final decision on publication of the article (if necessary, members of the editorial board may be involved to consider this issue). In case of significant comments of the reviewer on the corrected and revised article, his conclusion is sent to the responsible author/authors. The re-corrected and finalized article with the necessary accompanying materials is sent again to the reviewer at his request. If this time the reviewer does not give a positive conclusion, and the authors are confident in the validity of their objections, the editor-in-chief (deputy editor-in-chief), in agreement with members of the editorial board (if necessary), makes a decision: either send the article to another independent reviewer, or accept the article for publication (if the reviewer’s comments turn out to be less significant compared to the authors’ objections), or reject the article (if the authors’ objections turn out to be insufficiently justified compared to the reviewer’s comments).
In any significant controversial situations of conflict of interest between authors and reviewers are resolved by the editor-in-chief or deputy editor-in-chief, if possible, in a working manner. In some, most complex cases, controversial and conflict situations can be considered at a meeting of the editorial board, convoked by the editor-in-chief (deputy editor-in-chief).
