Innovative Alliance: How the Kuzbass – Donbass Research and Academic Center is transforming the future of the coal industry
Abstract
The article is devoted to the analysis of the activities of the Kuzbass – Donbass Research and Academic Center established in 2019 as part of the national project Science and Universities. In 2024, the center was transformed into an interregional entity, uniting the efforts of Kuzbass and Donbass to address pressing challenges in the coal industry and the development of clean energy. The article examines the key achievements of the center, including the implementation of the comprehensive scientific and technical program Clean Coal – Green Kuzbass, aimed at developing and introducing innovative technologies in coal mining and processing. Special attention is given to the transfer of technologies to the real sector of the economy, as well as the creation of conditions for attracting young scientists through the organization of youth laboratories. Over five years of operation, the center has developed and implemented 230 promising technologies and obtained 634 patents. The article emphasizes the strategic role of the Kuzbass – Donbass Research and Academic Center in forming a sustainable model of scientific and industrial cooperation, contributing to Russia’s technological leadership in the mining industry and strengthening its position on the international stage.

Results of the work of the Scientifi c and Educational Center “Russian Arctic”: new materials, technologies and research methods
Abstract
In the modern world, where globalization and scientific and technological progress are developing at an incredible speed, Russia strives to strengthen its scientific potential and maintain competitiveness in the world arena. In this regard, the activities of world-class scientific and educational centers (SEC) in the Russian Federation are of particular relevance.
This paper analyzes the relevance of the functioning of RECs in Russia, with an emphasis on research in the Arctic. The Arctic region is a strategically important area for scientific research, as it has enormous potential in the field of natural resources, climate change and geopolitics.
The relevance of this work is due to the need to ensure sustainable development of Russia in the context of global challenges and competition in the world market. The results of the study can be used to develop strategies and programs for the development of the scientific and educational sphere, as well as to improve the effectiveness of research in the Arctic region.

Integration of science and industry: the role of world-class scientifi c and educational centers
Abstract
Achieving technological leadership and ensuring national economic sovereignty is becoming one of the main objectives of Russia’s national policy and development goals until 2030. In the context of sanctions restrictions on access to technologies and equipment, the need to form a domestic technological base determines the need for scientific research and development. Reaching a new technological level, the issue of integrating developers – universities and scientific organizations and enterprises of the real sector of the economy is being solved by creating new integrative tools, one of which is scientific and educational centers. The Eurasian REC, established 5 years ago in the Republic of Bashkortostan, has become a vivid example of the use of “flexible” measures to support cooperation between enterprises and scientific and educational organizations. Generalization of practices and evaluation of the effects of the implementation of REC programs can help to form scientific cooperation blocks of accepted national projects.

Th e world-class scientifi c and educational center “Yenisei Siberia”
Abstract
The World-class Scientific and Educational Center (SEC) “Yenisei Siberia”, known as the First climate SEC in Russia, serves as a crucial instrument for issues related to climate change adaptation, as well as ecological and technological development of the Yenisei Siberia region. It unites the efforts of 28 organizations, including 14 enterprises, facilitating effective collaboration into the industrial and scientific-educational spheres through joint work on innovative technological projects and research.
The article presents examples of successful lessons of the center’s participants across key areas of SEC activity: climate risk assessment and adaptation, environmental monitoring, development of new agricultural crops, implementation of advanced technologies in industry, forest research, innovative alloys for the aviation industry, etc.
Particular emphasis is placed on the importance of the integration of science, education, business and government, as well as the creation a platform for dialogue among all SEC participants. These activities will enhance the development of the scientific base and improve the quality of life in the macro-region.

Th e world-level interregional research and educational center “MoreAgroBioTech”: achievements, results, practices
Abstract
The creation of the scientific and educational center is conditioned by global trends in the development of modern society and global challenges related to ensuring the scientific and technological reserve of the Russian Federation, as well as strategic guidelines for the socio-economic development of the regions. Taking into account the geopolitical situation around the Crimean Peninsula, the results achieved within the framework of the interregional world-level interregional research and educational center “MoreAgroBioTech” (hereinafter – REC) are of strategic importance.
The initiators of the creation of the REC are the subjects of the Russian Federation – the federal city of Sevastopol and the Republic of Crimea, which implement the REC program in cooperation and on a parity basis.

Research and Educational Centers: Th e Experience of the Nizhny Novgorod REC in Integrating Science and Business
Abstract
The article describes the experience of the Research and Education Center (REC) in the Nizhny Novgorod region, established as part of the national project “Science and Universities”. It examines the structure, operation, and management mechanisms of the Nizhny Novgorod REC, focusing on the roles of the Supervisory Board, the Managing Council, and the Autonomous Non-Profit Organization, which serves as the REC’s management company. The main tools for supporting scientific and technological projects include analytical support, congress and exhibition activities, event organization, as well as REC-run competitions for funding innovative projects and industry-specific contests. As an infrastructural embodiment of REC support, the Quantum Valley Innovation Science and Technology Center plays a key role. To engage young scientists in the development and implementation of technological projects, youth laboratories have been established in the region with the support of the Nizhny Novgorod REC. Additionally, the Competence Development Center operates at the REC to develop human capital and enhance the skills of leaders in scientific and technological projects. The article concludes by discussing the socio-economic impacts of the REC’s activities.

Th e Scientifi c and Educational Center “North: Territory of Sustainable Development”
Abstract
This article describes the activities of the Scientific and Educational Center “North: Territory of Sustainable Development,” aimed at addressing key issues of the northern and Arctic regions of Russia through the implementation of innovative technologies. The Center was established to accelerate the transfer of technologies and knowledge in the fields of science, education, and business, as well as to improve the quality of life in such challenging climatic and socio-economic conditions as the Arctic, Siberia, and the Far East. The article provides a detailed overview of the main areas of work of the North Scientific and Educational Center including energy supply, rational natural resource use, biotechnology, innovative materials and technologies for the Arctic, and solutions for social stability.
The Center develops over 100 technological solutions across five clusters: energy, rational natural resource use, biotechnology and medicine, technologies for the cryolithozone, and social stability. An important role is played by the concept of technology brokerage, which facilitates the integration of scientific developments into industry.
North Scientific and Educational Center is actively working on the development and implementation of technologies such as hydrogen transport, water purification, new materials and technologies for construction, as well as medical developments. Notably, the innovative projects include developments for extreme climatic conditions, such as “smart” clothing and frost-resistant materials. The Center also pays significant attention to international cooperation, intellectual property protection, and the support of startups and project companies.
The article emphasizes the importance of comprehensive support at all stages – from scientific development to commercialization and implementation.
Additionally, the Center is actively involved in socio-humanitarian projects aimed at preserving the cultural heritage of the indigenous peoples of the North and developing their languages. An important aspect is the integration of innovative solutions into educational projects such as the “School of Future Customers” and the support of young scientists and schoolchildren.
The author concludes that the Center contributes to the sustainable development of the region, improves the quality of life for the population, and preserves the ecosystem in the face of extreme climatic changes.

Experience in implementing SEC “TulaTECH” development program
Abstract
The article provides an overview of the interaction between science, universities, and organizations in the real sector of the economy. The main tool uniting these institutional entities is the world-class scientific and educational centers, established by the decree of the President of the Russian Federation in 36 regions of the Russian Federation. National and federal projects are discussed, the objectives of which are achieved within the framework of the SEC’s operational program. The article examines the prerequisites for the creation of SECs in the Tula region, the areas of activity of the SEC “TulaTECH,” and presents the results of the implementation of scientific and technological projects, scientific laboratories led by young scientists, and student design bureaus, as well as key performance indicators achieved during the period from 2020 to 2024. An analysis of the collaboration between the SEC and industrial partners is conducted, including aspects of both the innovative activity of companies and its impact on their financial and economic sustainability.

Results and Prospects of the Ural Interregional Scientifi c and Educational Center “Advanced Manufacturing Technologies and Materials” Activities
Abstract
The article summarizes the results of research and development carried out with the support of the worldclass Ural Interregional Scientific and Educational Center of “Advanced Manufacturing Technologies and Materials” for the period from 2019 to 2024. Within the framework of the main areas, some problems were solved in the field of aerospace research, urban environment and industry ecology, new energy, new materials and production technologies. This was achieved, among other things, by intensifying collaboration processes and strengthening of interregional cooperation. The results obtained make a significant contribution to solving the problems that are relevant for the Russian Federation and the Ural region, viz. import substitution, increasing the technological efficiency of industry, competitiveness and quality of products, cost optimization, production growth and automation of production processes. The Center’s activities enhance the educational potential of all involved organizations through the training of personnel under special programs of higher and professional education.

The introduction of world-class scientifi c and educational innovation projects in the South of Russia as a condition for achieving technological leadership in the agro-industrial sector
Abstract
The article informs about the activities of the Interregional world-class Scientific and Educational Center of the South of Russia in the Volgograd region, Krasnodar Territory and Rostov Region (SEC of the South of Russia). The center has been operating since 2021 and was among the 15 winners of the competition within the framework of the federal project “Development of scientific and scientific-industrial cooperation” of the National project “Science”.
To implement the SEC Program of the South of Russia in 2022, by decision of the Supervisory Board and the Meeting of Founders, a Management company was established in the form of an autonomous non-profit organization. Russian world-class scientific and educational centers are developing as a key link in the science – universities – business chain, which is necessary to accelerate socio-economic development, ensure more rapid implementation of projects, and bring Russian science and the personnel training system to new horizons of development.
The creation of the SEC in the South of Russia by three federal subjects – the Rostov and Volgograd regions, and the Krasnodar Territory gave a new impetus to the search for effective solutions in science and business in the regions. The association of universities, scientific institutions and enterprises of the Rostov, Volgograd and Krasnodar regions contributes to improving the quality of higher education and stimulates the development of regional production sectors. The SEC of the South of Russia stimulates not only the creation of advanced domestic developments, but also their introduction into the real sector of the economy.
