Macroeconomic Stabilization and Spatial Development of the Economy
Abstract
The article analyzes the relationship between macroeconomic stabilization policy and development of the Russian economy at industry and regional levels. It is stated that macroeconomic stabilization in itself does not ensure transition to sustainable economic growth against the background of structural and regional imbalance. Measures at the macroeconomic level should be aimed at eliminating gaps in production efficiency of certain types of activities and creating conditions for expanding the production connectivity of regions.

Effects of Institutional Differences on Economic Growth
Abstract
This article builds on the concept of institutional differences and the related concept of institutional rent in the context of the multitier Russian economy discussed in [1]. The analysis introduces three groups of sectors: giant, large, and other Russian companies. The boundaries between the sectors are fuzzy. This article seeks neither to analyze the quantitative characteristics of their activity nor to assess the significance of institutional differences and institutional rent for economic growth. No recommendations are given as to how to address the negative effects of the existing institutional trap. In this context, the aim of this article is to identify approaches to solving the listed problems.
Short-Term Inflation Projection Based on Marker Models
Abstract
The article proposes a hybrid model for inflation projection that combines econometric and neural network models. At the same time, both factor variables and market markers of consumer price index growth are used as explanatory variables. It has been shown that such an approach makes it possible both to maintain the theoretical fullness of the model and to ensure high accuracy of calculations, which is unattainable when using only one type of model toolkit.
Velocity of Money: Economic Analysis of Dynamics
Abstract
This paper presents the conclusions from the analysis of the velocity of money within the Russian banking system, as calculated according to the data of banking turnovers. Here, the emphasis is not on the analysis of accounting (technical) turnovers but the economically significant meaning of changes in the velocity of money.

Tools for Analyzing Social Policies That Ensure the Recovery of Economic Growth in Russia (Part I)
Abstract
The article (part I) describes a modification of the forecast calculation system for analyzing the effect of social policies and their parameters on the growth rates of the Russian economy developed at the Institute of Economic Forecasting of the Russian Academy of Sciences. Part II presents the variants of forecast calculations for formulating guidelines for social policies to ensure the recovery of the growth of the Russian economy. A comparative analysis is given of measures to stimulate the economy and the underlying theoretical structures used in Europe, the United States, and China in 2008–2009 and at present. Part II will be published in no. 6 of the journal.
On the Possibilities of Assessing the Subjective Quality of Life
Abstract
The article provides a brief overview of approaches to the definition of the concept of “subjective quality of human life”. A new theoretically substantiated version of this concept is proposed. The possibilities of constructing a corresponding quantitative measure are considered. This article aims to (1) express the authors’ opinions on some of the existing theoretical views on the problem, (2) propose their own concept of subjective quality of life, and 3) show that it is implementable.

Analysis and Assessment of the Prospects for the Implementation of the Scientific and Technological Development Strategy of Russia
Abstract
The article considers the prospects for the implementation of the Scientific and Technological Development Strategy of the Russian Federation. It is shown that the major challenges set in the Strategy are a consequence of Russia’s technological lag behind the level of industrialized countries in terms of the complexity of development problems during the period of building a market economy. The technological lag can be overcome by reforming the scientific and technological sphere and improving the development management mechanisms. It is noted that a number of provisions of the Strategy require clarification due to the May Decrees of the President of the Russian Federation.
Funding Innovation at Enterprises of the Manufacturing Industry in St. Petersburg
Abstract
This article analyzes the state of funding innovation at enterprises of St. Petersburg by groups of enterprises of different technological levels. Factors affecting the formation of the funding sources are studied: industry attribution and production profitability. The influence of the form of the business and the scale of an enterprise is evaluated. The role of the innovation funding sources is shown: federal budget funds, internal funds, loans and credits. Areas of development for funding highly innovative enterprises of the city are suggested.

Investment Activity and Investment Efficiency in the Mechanical Engineering Industry
Abstract
This paper investigates investment activity and investment efficiency in mechanical engineering industries. The influence of mechanical engineering on the development of the economy of the regions of the Russian Federation is shown. Quantitative estimates for structural, volumetric and dynamic indicators of the effects achieved as a result of the combined influence of investment and innovation factors are obtained.
Development of Plant Growing at the Regional Level (Based on the Example of Volgograd Oblast)
Abstract
The purpose of this study is to analyze reserve scenarios for the development of crop production, such as involvement of fallow lands into active agricultural turnover and locating agroforestry and amelioration systems in agricultural lands, taking the Volgograd oblast as an example. This scenario can be implemented in many regions of the Russian Federation.
Ensuring Resource Independence of Agrarian Production in the Context of Food Security of Russia
Abstract
The article presents the author’s approach to the study of food independence of the country, which consists in considering it as a complex system that includes independence simultaneously in the food, resource and production sectors of the agro-industrial complex. Assessments of food independence of Russia as regards food products and resources of agricultural production are presented. The study is focused on the need to ensure the resource independence of agricultural production in Russia. The risks of resource dependence of agricultural production in Russia are identified. The main guidelines for improving agrarian policy have been formed in order to achieve resource independence in the context of ensuring the country’s food security.

Foreign Labor Force in the Far East of Russia
Abstract
The article analyzes the dynamics of spatial distribution, geographical structure and connection of the foreign labor force with a number of macroeconomic parameters of the development of the Far East in 2011–2016 on the basis of official statistics. It is determined that the total number of foreign workers attracted to the far Eastern regions was largely due to the size of their economy, which indicates the presence of a gravitational relationship between these parameters. Based on the analysis of foreign markets of goods and capital, it is assumed that the real values of the foreign labor force of the far Eastern regions may be near the number of foreign labor migrants reflected in the balance of labor resources.

Prospects and Challenges of Shale Gas Recovery in Europe
Abstract
Based on the systemic comparative analysis of data, the paper overviews economic, geologic, and environmental problems and possible impact of shale gas recovery on the air, surface and ground water and their radioactive contamination, as well as the effects on the geologic environment and seismic activity in areas of extraction, landscapes, lands, and biological resources. It has been established that considerable risks exist that cast doubt on the feasibility of shale gas recovery in Europe.
Analysis of Consumption of Alcoholic Products
Abstract
The article analyzes the total, registered and illegal consumption of alcoholic products in the world, the structure of alcoholic products, the number of people who abuse alcohol. The data on the level of morbidity associated with the consumption of alcoholic products are given, prices are analyzed and the level of availability of alcoholic products in the world is calculated.
