Abstract
A new approach to calculation of the dissipation of mechanical energy in a medium with turbulent viscosity based on determination of the velocity-shear modulus is proposed. As an example, the dynamics of the Hill vortex moving in such a medium is considered. The radius of the vortex grows linearly with the distance traveled and is about 13% of it.
