Destabilization of the old world order and the formation of a new world order: main trends and alternatives

Abstract

A comparative analysis of alternative scenarios for the formation of a new world order is presented. It is shown that in the early 2020s the former “monocentric” (“unipolar”) world order was destabilized. The main signs of the shifts taking place in it are socio-economic and political oppositions in Western and non-Western countries, the chaotic system of international relations, the increasing number and depth of regional conflicts, the creation of new international associations and coalitions. The forecast is made about the most probable variant of the change of the world order, which can come into being in the period of the 2020-2030s. An assumption has been made of the role of Russia in the changing world order.

Interconnected dynamics of duration, productivity and “bullshit” of labor (branch aspect on the example of the USA)

Abstract

Within the framework of the generally accepted concept of the increasing role of materialized labor in productivity, a constant but slowing growth in the rate of labor productivity and a reduction in working hours, some paradoxes of labor productivity formed and developed in the past few decades. One of the paradoxical phenomena characteristic of industries with a traditionally high share of human labor is the increase in working hours due to additionally created jobs, assessed by D. Graeber as completely or partially meaningless (“bullshit”) labor. Such labor does not create value, but only participates in its redistribution in favor of the least valuable for society types of activity that, as a rule, serve the creation of a real product or socially significant service. This dynamic actualizes the problem of the relationship between productivity, duration and meaninglessness of labor, not only as socio-economic, but also cultural value. Based on data from the US Bureau of Labor Statistics and the results of factor analysis using a mathematical correlation-regression apparatus, the indicated relationships in the performance dynamics of two sectors of the US economy over a long period of time were modeled. It was empirically confirmed that in the context of a long-term increase in labor productivity, leading to a general reduction in working hours, a contradiction with the ethical principle of “purchasing” labor by the employer is gradually forming and developing, leading to stagnation and a subsequent increase in working hours due to the creation and diversification of different forms of meaningless labor. It is shown that the increase in the cost of living labor, expressed, in particular, in the need to allocate additional working time for socially meaningless work, objectively slows down productivity in construction and healthcare in the United States.

Studies of USA and Japan economic relations: new theoretical approaches and some promising developments

Abstract

In the post-war period economic relations between the United States and Japan were the subject of research by many economists due to their complexity, versatility, and sometimes contradictory nature. Such topics as export of technologies, bilateral intra-industry trade and trade in intermediate goods growth, the gradual internationalization of the economies of the United States and Japan, the fragmentation of production in East Asia, the development of value chains were studied in many works. One of the most productive are P. Krugman’s new trade theory as well as some other promising approaches and methods that provide an opportunity to study trade and investment relations between the United States and Japan in more depth.

Industrial alliances in the policy of industrial autonomy of the European Union

Abstract

The activities of the EU industrial alliances created in 2017-2023, as well as “important projects of common European interest” (IPCEIs) interacting with them are analyzed. The motives for their creation and the first results of their activities in the context of the socio-economic space of the European Union formed by Brussels within the framework of strategic (including industrial) autonomy are examined. Particular attention is paid to the role of Germany and France in the launch and evolution of the EU’s industrial policy. These countries consistently advocated increasing state support of “European champion companies” and their consolidation in the world’s leading economic niches. It is shown that the European Commission considers these alliances to be an important factor in maintaining and increasing the international competitiveness of the EU economic complex and its industrial ecosystems.

Transit migration management in the Western Balkans

Abstract

The European migrant crisis has turned the Western Balkans states into the most important transit region from Asia and Africa to the European Union. Being the main recipient of migrants the EU carries an active migration management policy on the territory of the Western Balkan region. The main purposes of the EU’s migration policy are to reduce the scale of illegal migration and reform the asylum system by means of securitization and externalization. In turn, the Western Balkans states heading for European integration are forced to follow all the political decisions of the EU authorities in the field of migration, hoping for an early entry into the organization. However, these decisions lead to an increase in migration pressure on the countries of the region, actually turning the Western Balkans into a buffer zone that performs the function of filtering the flows of illegal migrants.

Japanese non-mainstream political discourse in the context of the latest Russia-Japan relations

Abstract

The state and prospects of Russian-Japanese relations after the beginning of the Ukrainian crisis depend on both foreign and domestic political factors, including the views on geopolitical issues of Japanese political elites and also the degree of their independence relative to the US. The official Japanese political discourse is completely consolidated with the American after the beginning of the Ukrainian crisis. The opposition to mainstream discourse within Japan, its effectiveness and significance for Russian-Japanese relations is studied. Analysis of the expert opinion with help of in-depth interviewing, as well as secondary sources and public speeches are presented. The conclusion is that the support of the US and the unified Western narrative is due to the current leadership of PM F. Kishida, as well as the traditional weakness of the Japanese opposition under the dominance of the ruling LDP. The visibility of consolidation is also strengthened by specific conductors of mainstream discourse - the Japanese media. Nevertheless, for a number of representatives of the Japanese political opposition, the Ukrainian crisis has become a weighty argument in criticizing the official discourse. Non-mainstream discourse increases its influence on mainstream, as well as on Japanese public opinion. The research results are also important because in the current Russian-Japanese relations, Russia is willing to know the political actors and their activities, which can be relied on to normalize these relations and promote in Japan the Russian point of view on the Ukrainian crisis and the role of the US in it.

Legal analysis of the formation and development of local self-government in the Republic of Kazakhstan

Abstract

Local self-government is the foundation of national statehood. It is at the local level that many socio-economic problems can be successfully solved and real conditions created to ensure a sustainable growth in population welfare. Being a social state, the Republic of Kazakhstan has original experience in the formation and development of the municipal government system, built with a significant share of the people’s representation. The assessment analysis of its features will allow to receive new scientific knowledge that can be used to improve legislation on the basics of local self-government. Comparing the doctrinal positions present in the Kazakh and foreign legal press, it was possible to identify the existence of common problems in the organization and activities of local governments in various states. The purpose of the study was to form a number of scientifically sound recommendations for the development of legal acts in the field of local self-government. Using the results obtained experimentally, as well as a combination of traditional general scientific and particular scientific methods, the conclusion is made that it is possible - in the conditions of convergence of national legal systems - to create a general concept of local self-government organization which would earn the trust of citizens and would be based on a democratic elective form of recruitment. In a state governed by the rule of law, all the essential features of which are enshrined in the Constitution of the Republic of Kazakhstan and have become the basis for the activities of state authorities, it is this model of local self-government that is most effective.

Patriotism and migration sentiments of generation Z in Novosibirsk and the Novosibirsk regionon the eve of the smo

Abstract

The empirical study of migration attitudes among young people of Novosibirsk, its suburbs and regional remote rural settlements is conducted to reveal how widespread the sense of patriotism is among them, as well as their values and value orientations. Factors of the desire to leave not only their homes, but also their homeland, are determined. It is shown that social and economic reasons such as family income and quality of life in the settlement are not significant in making the decision to migrate. The main factor is the desire either to realize themselves in their profession (for a minority of respondents) or to carry out their dream of a “good life” inspired by social networks and bloggers. While residents of the villages seek their dreams in the megacity, its residents in large numbers intend to migrate to Western Europe or the United States, including for permanent residence. The pessimism of young people about the prospect of Russia becoming a great prosperous state is alarming.
