Catching Up and Overtaking Growth of Developing Countries: Dimensions, Factors, Problems and Prospects. Part 2

Abstract

Due to significant success of several dozen developing countries (DCs), which have embarked on the path of export-oriented industrialization, the DCs on the whole have noticeably overtaken in recent decades the advanced economies (AEs) in terms of the average annual growth rate (AAGR) of per capita GDP (PCGDP), share in world GDP growth, global investment spending and its effectiveness and labor productivity dynamics. According to the Augmented Human Development Index (AHDI), the gap between the AEs and the entire group of DCs has narrowed in 2000–2022 from 3.5 to 2.1 times.However, DCs are highly differentiated and have many problems. The Arab countries (ACs), Sub-Saharan Africa (SSA) and Latin America (LA) were catching up in 2000–2022 to the level of the AEs’ AHDI on the whole twice as slow as China, India and a number of other Asian DCs. The proportion of the poor in SSA and South Asia is on the whole 2.5 times higher than in other DCs. In 2000–2022 the AAGR of total factor productivity (TFP) for ACs, SSA and LA was on the whole three times lower than in Asian DCs. While in the AEs the total outstanding debt to GDP increased in 1980–2022 1.9 times, in DCs it rose 2.3 times to 210%, incl. in China up to 290% of GDP.In the context of growing geo-economic and geopolitical rivalry in a world, in which the fourth technological revolution is unfolding (with the massive use of robots, super-powerful computers, artificial intelligence), DCs, if they want to stand up to these challenges, should substantially intensify efforts aimed at reducing high level of inequality, improving the quality of human capital and upgrading government effectiveness.

The Fight Against Corruption in the Chinese Army as an Important Component of the Work to Strengthen the Armed Forces. Part 2

Abstract

The article analyzes the fight against corruption, violation of moral norms and rules of conduct, which began to infiltrate the armed forces of China in the 1980s as the socio-economic transformations in the country and the reform of the armed forces advanced. These negative phenomena reflected the general situation of corruption in Chinese society, since the military personnel, as part of society, were not isolated from it. In the 2010s, corruption reached a large scale, corroding the army from the inside, reducing the combat and morale of the troops.The situation changed dramatically after Xi Jinping came to the supreme power in the country and the army. He personally led the fight against corruption in the country and the army, showed political will to remove top leaders from their positions, up to members of the Politburo of the CPC and vice-presidents of the Central Military Commission of the PRC.The author shows what results various anti-corruption measures brought, becoming an important component of the efforts of the PRC leadership to strengthen the country’s armed forces, and states that the comprehensive work to prevent corruption and decay in the army will continue for a long time.

New Risks and Threats in China’s Economy: Consequences of Sanction Pressure or Falling into the “Middle-Income Trap”?

Abstract

The decline in the country’s GDP growth rates is determined by the structural imbalances of the transitional economy of China, the consequences of the geo-economic war unleashed by the United States, and the inevitable crisis of growth, accompanied by the risk of falling into the “middle-income trap”.At the initial stage, the sanctions pressure on China caused considerable concern, however, since May 2023, Beijing began to introduce effective countersanctions that can reverse the situation with the sanctions pressure and lead to its weakening.Another factor of concern about the situation in the country’s economy is related to the difficulties in further search for internal growth drivers. Since 2019, China has come close to high-income countries, but the PRC has not yet managed to overcome the milestone and stand on a par with “rich” states.The main conclusion of the study is that risks and threats are growing in the Chinese economy due to sanctions pressure and approaching the “middle-income trap”.

Mamata Banerjee – the Leader of Bengal

Abstract

The article is written in the genre of a political portrait and dedicated to Mamata Banerjee, West Bengal chief minister and one of the key figures in modern India politics. The formation of Mamata as a person and a political leader, her leadership style, her priorities, the results of her activities and problems related are in the spotlight of the author’s attention. A student activist, a party functionary, a deputy of Lok Sabha, the founder and president of All India Trinamool Congress, a minister of Central Government and then the chief minister of West Bengal are the milestones of her outstanding political biography.Being an irreconcilable opponent of Narendra Modi and as well as of the conservative Bharatiya Janata Party, Mamata Banerji makes efforts to build an alliance between the opposition parties and hopes to lead it to the victory during the parliament election in April-May 2024. However, her initiative faces the resistance of the leaders of certain national and regional political organisations, which see Mamata as their competitor. Mamata Banerjee is still optimistic and continues her tough negotiations with Indian politicians.

The Evolution of Parliamentarism in Africa in the Context of Social Transformation and the Formation of a Multipolar World

Abstract

The article is devoted to the study of parliaments’ role in the state structure of African countries and their place in the system of powers’ separation. It is noted that, for historical reasons, the presidential rather than parliamentary form of government prevails in many countries.In the mass consciousness, the function of the president is still associated with the role of the leader. But the constitutions of African states have been changed compared to those that existed in the 1950–1980s. They have significantly expanded the powers of representative authorities. But they are not always and not fully implemented in practice.The personalization of power also weakens the prestige of legislative assemblies. There are also other causes hindering the development of parliamentarism, which are discussed in detail in this article. Along with such causes, the positive shifts towards the strengthening parliaments’ role on the continent are analyzed. The situation is improving, especially in South Africa, where the level of executive control is quite strong. Parliamentary sessions and budget voting are regularly held in most African countries.The analysis of new constitutional legislative and regulatory acts makes it possible to detect a formal increase in the powers of parliament in drafting laws.The paper examines the Pan-African Parliament’s activities in the structures of the African Union. The causes that prevent the Parliament from becoming a full-fledged legislative body are examined.Attention is paid to the prospects for strengthening Russian-African cooperation, which received a new impetus after the Second International Parliamentary Conference “Russia – Africa” held in Moscow in March 2023. This forum confirmed the political solidarity of African countries with Russia in the context of the formation of a just multipolar world. It outlined the vector of future inter-parliamentary cooperation between African countries and Russia.

Abstract

The article highlights the issues of state-building and nation-building in post-colonial Cameroon. An outline of the current situation in the economy, politics, social sphere and cultural agenda is given. The author focuses on key facts and events from the history of statehood, politics, culture and social thought of modern Cameroon. Important dates are associated with the names and activities of famous Cameroonians: politicians and statesmen Ahmadou Ahidjo and Paul Biya, writer Mongo Beti, who saw culture as a means of political mobilization and a way to protest against the French colonial and neo-colonial domination in Africa.The paper discusses the causes of the “Anglophone crisis” and separatism of “Southern Cameroons”, as well as the problems of the territorial and administrative structure in Cameroon, which are directly related to the national and federal issue. The experience and prospects of Cameroonian federalism and unitarianism, the results of the “Major National Dialogue”, initiated by the central government in order to resolve the acute internal political crisis in the country, are analyzed.

The Evolution of the UAE Security Policy towards the Conflict in Yemen

Abstract

The Russian Federation, intensifying its policy in the countries of the Middle East, pays special attention to the situation in the Persian Gulf zone. Moscow has twice in recent years initiated consideration of the issue of creating a regional security system in this strategically important region of the world, presenting its “starting” proposals on this matter.However, the implementation of peace initiatives is greatly complicated by the ongoing conflict in Yemen. In this regard, the study of the course pursued by the United Arab Emirates in the Yemeni confrontation is of particular importance. The article contains an analysis of the UAE policy regarding the conflict in Yemen, the dynamics of interaction on this issue with Saudi Arabia and other international and regional actors. Particular attention is paid to the study of the political tools that are used by Abu Dhabi to solve the problems that the UAE has set for itself, going to a high degree of involvement in the dramatic events in this state located in close territorial proximity. The problems of the UAE’s political interaction with the United States, the issues of the implementation of the UAE’s course to strengthen its role in the subregion, the Gulf of Aden and the Red Sea, in determining the future development of political processes in Yemen are considered.

Abstract

For more than 6 decades of independent history, Malaysia has gone through a complex and abrupt path of economic development. A competent management system, quick response to external and internal changes and a planning economic strategy, based on interconnected medium- and long-term plans that were drawn up based on the real state of the economy, and a strategic vision of development, contributed to the modernization and industrialization of the economy and helped to overcome unstable periods, including the Asian economic crisis of 1997–1998, the global economic crisis of 2008, which supported the restructuring of the one-sided agrarian and raw material structure of Malaysian economy and enabled it to become one of the new industrial countries.Entering the XXI century, Malaysia continues to focus both on the world’s best practices and to consider its national socio-economic characteristics to further transform the economic system, the main goal of which is the transition to a knowledge-based economy. The implementation of the innovative scenario means the large-scale institutional transformations, the development of new approaches to industrial and technological cooperation, the creation of innovative infrastructure, and qualitatively new requirements for human capital. Under these conditions, the study of economic situation of this country helps not only to identify several qualitative characteristics of the economy, but also to better understand the direction of its transition to a new stage of development.

Roots and Crown (Notes in the Margins of a Tahar Bekri’s Poem)

Abstract

Among the concepts that define the search for the meaning of existence, which are especially significant today for both the individuals and for the society as a whole, there are those of the Fatherland, and of the traditional values that oppose cosmopolitanism and the false understanding of “freedom of choice”.Self-identification is important for preserving oneself in the surrounding world. The Maghreb authors living in France, essentially in a foreign environment, work within the French culture’s space not only retaining their own identity, but also staying true to their native land, and preserving its image in their works. One of them is the Tunisian writer Tahar Bekri. He made a significant contribution to the literary Francophonie and has received multiple European awards from various academies of belles letters, but he still remains a well-known poet also in his native Tunisia. Bekri dedicates his work, like many other Maghreb writers, to his Fatherland, which feeds his poetry with hopes for freedom and for oases of intense spiritual culture. He likens his poetry to the metaphor of the Tree of Life, a Tree that preserves the crown and the roots, as well as the steadfast trunk.
