On Methodological Issues of the Efficiency of State (Municipal) Property Management under Modern Conditions
Resumo
The article presents the results of a comprehensive analysis of the situation in the field of assessing the effectiveness of state and municipal property management, from 2020 to the present. The purpose of this study was, firstly, to continue the analysis of innovations in the field of state (municipal) property management, and secondly, to identify some of the "bottlenecks" of the existing methodology for assessing the effectiveness of state (municipal) property management and potential risks, which is especially important in the current conditions for the functioning of the Russian economy. Thirdly, the results of the analysis revealed methodological inaccuracies in existing approaches to optimality criteria and performance indicators in the context of solving strategic and urgent problems of our time.

Crisis of Trade Unions and Transformational Changes in Labour Relations
Resumo
The article analyzes the causes of the trade union movement crisis across the world. The thesis about transformational changes in the world of work during the transition from industrial to post-industrial economy as the main factor of modern trade unions decline is comprehensively substantiated. The following peculiarities of the trade union crisis in Russia are revealed: opposition to TU independent activities on the part of the authorities and business circles; simulation nature of the trade unions’ attempts to protect the interests of workers; indifference or unwillingness of the majority of rank-and-file workers to actively participate in defending their interests. In conclusion, the prospects for revival of the labor and trade union movement in the short and medium term are evaluated.

On The Positive Impact of the Embargo on the Export of Raw Materials on Technological Development and Economic Self-Reliance of the Russian Federation
Resumo
The article analyzes the impact of sanctions and embargo on the export of oil, gas and other products on the soundness of Russian economy. The strategic issues of reducing the share of raw material exports in budget revenues, increasing the volume of domestic production of high-tech products and services, as well as ensuring the sovereignty of the Russian state and self-reliance of the Russian economy are considered.

Changes in Global Foreign Direct Investment Flows and Achievement of the Sustainable Development Goals
Resumo
The article examines the trends in the movement of global foreign direct investment that have developed over the past decade. It is noted that FDI flows are characterized by high volatility, as well as a decrease in the relative contribution to the growth of world GDP and investment in fixed assets compared to previous periods. The reasons are the decrease in the role of tangible assets in external flows, the change in the forms of doing business in the context of digitalization, the strengthening of protectionist trends against the background of the crisis caused by the epidemic and the unfolding geopolitical conflicts. These processes lead to fragmentation of investment flows and their regionalization. They have a negative impact on international investment in economic development and on the achievement of the Sustainable Development Goals, especially in developing countries.

Methodological aspects of studying the resource potential of pension provision as a modeling and forecasting object
Resumo
The article deals with the methodological aspects of the study of the resource potential of pension system as an object of modeling and forecasting. The author states that the functioning of the pension system in difficult political, socio-economic and demographic conditions actualizes the need to use a set of methods for modeling and forecasting both pension obligations and insurance premiums. The conceptual scheme of the methodology for forecasting the resource potential of the state pension system is substantiated and the methodological principles are formulated.

The Theory of "Socialism with Chinese Specifics" And the Features of Building a Model of A Socially-Oriented Market Economy in China
Resumo
The article examines the theoretical foundations of socialism with Chinese characteristics and the peculiarities of building a modern social market model in China. The main stages of the process are analyzed, from the initial stage at which a socialist society was created to the comprehensive modernization of socialism, the formation of a modern social market economy, and the building of Moderately prosperous society (Xiaokang). The role and contribution of Deng Xiaoping, one of the leaders of China and the main ideologist of socialist theory, in building a socialist system with Chinese characteristics is shown. The main provisions of Xi Jinping's concept of common prosperity and the course of its practical implementation are considered. The capability of the Chinese leaders to transform China into a "rich and powerful, democratic and civilized, harmonious and modern socialist state" by 2049 – the centenary of the founding of the People's Republic of China (PRC) – is evaluated.

On the Technologies of Decentralized Social Networks
Resumo
The article analyzes modern centralized social networks, taking into account the existing shortcomings. A methodical approach to the development of a multiplatform decentralized social network using an interplanetary file system is proposed. Besides, a decentralized social network, an Ethereum smart contract, and a module for interacting with the interplanetary file system have been developed, a solution for the client side had been designed, a database and a local server have been configured. The ways to increase the speed of loading content are analyzed. To develop the client part of a decentralized social network, several popular frameworks have been proposed. Adapted life cycle models have been investigated, that is, ways to describe the stages of software development, depending on the characteristics of a particular project. Given the specifics of developing a multi-platform decentralized social network using IPFS, Agile is supposed to be the most appropriate life cycle model. An algorithm is proposed to calculate the computational and capacitive complexity of the system being developed. The calculation takes into account the main functions of the system components.
