General Problems
A methodology for the scientometric expert evaluation of research results
Abstract
A new methodology based on the tools of fuzzy calculations and the method of expert estimates is proposed for the expert evaluation of research results. The multicomponent methodology uses scientometric indices for the evaluation of the quality of the results of the research activities of research institutes and scientific teams. The methodology can be adapted to different spheres of science due to the ability to vary a number of parameters and weight coefficients according to the specifics of their application.

General Section
On some artificial intelligence methods and technologies for cloud-computing protection
Abstract
An overview of data-mining technologies used in applied information security systems is presented. The focus is made on a new and actively developing trend, cloud-computing media (including the socalled fog computing). The status and promising opportunities of using artificial intelligence models and methods to solve information security problems are also discussed.

Information as reality in inanimate nature or attributive concept of information 2.0: Problems and prospects of development
Abstract
K.K. Kolin’s attributive concept of the four worlds of reality is analyzed, which proves the existence of information in the physical world of inanimate nature in the context of the world of the first kind of ideal reality. The falseness of this assumption is shown.

The efficiency of lazy calculations for the search of similarities in a probabilistic combinatorial formal (VKF) system
Abstract
We investigate acceleration of computation of similarities by means of the lazy scheme of computing. The main result states that speed increases in the correspondence to difference between the numbers of training examples and features. The least acceleration corresponds to equal the numbers, when it is equal to 2.

Information Analysis
On the problem of identification of the authors of Russian publications
Abstract
We present the results from a study of the array of Russian publications present in Web of Science in order to reveal the actual number of Russian scientists who participated in the process of writing them. We suggest algorithms and methods of identifying the authors and assessed the efficiency of these methods.
