Высшее образование в КНР: институты и механизмы государственного и партийного управления

Аннотация

Система высшего образования Китая в последнее время достигла значимых результатов, в связи с чем представляется актуальным исследование институтов и некоторых базовых механизмов ее государственного и партийного управления. Цель статьи - определить институты государственного и партийного управления системой высшего образования КНР и охарактеризовать его основные механизмы. Основной метод исследования - анализ открытых источников данных, в частности, документов в области развития системы высшего образования Китая (законы, государственные программы, проекты и планы) и результатов исследований российских и китайских ученых. Институты управления высшим образованием КНР определены как единая система сращения государственных и партийных органов: центрального и местного партийного руководства и управления партийных организаций центральных и местных государственных органов и первичных организаций партии (КПК) с государственными центральными и местными органами исполнительной власти. К институтам партийного управления относятся: центральные руководящие исполнительные органы КПК (ЦК КПК) и местные исполнительные партийные комитеты, партийные организации центральных и местных государственных органов и первичных партийных комитетов вузов. Институты государственного управления - центральные исполнительные органы (Госсовет КНР, включающий Министерство образования и другие структуры Госсовета, управляющие вузами) и местные органы исполнительной власти (народные правительства, включающие департаменты образования провинций и автономных районов, а также комитеты образования городов центрального подчинения). Основными механизмами, определяющими порядок деятельности органов государственной и партийной власти по управлению системой высшего образования, выступают разработка и реализация специальных проектов и планов. В статье рассмотрены пять базовых планов развития высшего образования Китая, показаны их специфические особенности.
