Оптимизация управления предприятиями оборонно-промышленного комплекса с использованием нотации BPMN

Аннотация

Рассмотрены вопросы оптимизации управления предприятиями оборонно-промышленного комплекса с использованием нотации BPMN. ОПК, как ключевой сектор экономики, играет важную роль в обеспечении национальной безопасности, поддержании технологического суверенитета страны и стимулировании экономического роста. Проведен анализ существующих процессов управления предприятиями оборонно-промышленного комплекса (ОПК) и выявлены основные проблемы: устаревшие технологии, отсутствие стратегического планирования, низкая инновационная и инвестиционная активность, дефицит высококвалифицированных кадров и сложности с банковским сопровождением государственного оборонного заказа. Предложена усовершенствованная BPMN-схема управления, включающая создание инновационного центра. Инновационный центр предполагается как самостоятельный федеральный институт, выполняющий функции проведения НИОКР, технологического акселератора, подготовки кадров, разработки экономических стратегий и взаимодействия с вузами, технологическими стартапами. Для оценки эффективности предложенных решений в ОПК представлены формулы Return on Innovation Investment, Technology Transfer Efficiency и показатель подготовки кадров. Подчеркивается, что использование данной схемы управления позволит значительно повысить инновационную активность предприятий ОПК, их устойчивость к внешним вызовам, ускорить разработку и внедрение современных технологий в оборонной сфере Российской Федерации.
