Scientific review can be carried out by any qualified specialists on the subject of the materials being reviewed, including members of the editorial board of the journal, provided there is no conflict of interest (official subordination of the author and reviewer, scientific supervision or co-authorship, etc.).
The reviewer is obliged to notify the editorial board of the presence of a conflict of interest by refusing to review, and the author of the submitted material may indicate unwanted reviewers.
Reviewing is bilaterally anonymous (“blind”) - the author’s surname is unknown to the reviewer, the reviewer’s surname is unknown to the author. The review reflects the correspondence of the contents of the manuscript to its title, the relevance of the work, scientific novelty and practical significance, the validity of the conclusions and proposals, positive aspects and specific disadvantages, a review of literary and other sources, as well as the quality of the work’s design.
The journal “News of the Kabardino-Balkarian Scientific Center of the Russian Academy of Sciences” reviews all materials received by the editorial office that correspond to its topic for the purpose of their expert assessment. All reviewers are recognized experts on the subject of the materials being reviewed and have published on the subject of the article being reviewed over the past 3 years. The editors inform the author about the result of the review, providing him with a copy of the review or a reasoned refusal. In case of a positive conclusion, the editor-in-chief of the journal determines the order of publications depending on the subject of the journal issues. If the article requires revision, the journal's editors send the author of the article a copy of the review with a proposal to modify it in accordance with the reviewer's comments. The revised version of the article must be returned by the author to the editor within two weeks. The revised articles are sent by the editors for re-review to the same reviewer. If the reviewer's conclusion on the revised work is negative, the article will not be accepted for publication.
The final decision on the publication of the article is made by the editor-in-chief of the journal.
Open Access Policy
Full-text versions of articles published in the journal are posted on the Internet in free access on the official website, of the Scientific Electronic Library eLIBRARY.RU, Scientific electronic library “Cyberleninka”, in the Russian state library, VINITI, Google Scholar. Articles on agriculture are posted on AGRIS. Articles on mathematics, physics, computer science, mathematical modeling in economics and geosciences are posted on the All-Russian portal Math-Net.Ru.
The time for posting of the journal in the web must be within 3 months from the date of issue.
