Resumo
According to the authors, the concept of a market and its antipode, central planning, essentially represent different tools in the arsenal of the state regulation of the economy. The dominance of a particular instrument (the market in modern Russia and centralized planning in the Soviet Union) defines only the predominant type of government regulation and not fundamental differences between economic systems.
